The BEAST
I beheld another beast coming up out of the earth; and he had two horns [kings] like a lamb [Jesus], and he spake [out of the abundance of the heart the mouth speaks] as a dragon [Satan]. He exercises all the power [either might or authority] of the first beast before him, and causes the earth and them that dwell therein to worship the first beast, whose deadly wound was healed. He does great wonders, so that he makes fire come down from heaven on the earth in the sight of men. He deceives those on the earth by the means of those miracles which he had power to do in the sight of the beast; saying to them that dwell on the earth, that they should make an image to the beast, which had a wound by the sword [Word of God] and did live.
The beast is a symbol that represents kings, which in turn represent kingdoms. This could be taken to mean then that beasts represent civil governments or political entities. The beast of Revelation 13 had a mouth of a lion, the feet of a bear, and the body of a leopard which are the strongest parts of Daniel's beasts. The dragon [Satan] gave the beast it's seat [a place which serves as a capitol or center of operations], power, and great authority [a position of ascendancy over others]. It must therefore represent the political instrument of Satan's thrust to deceive and rule the world.
The beast that John saw was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell upon the earth shall wonder, whose names were written in the Book of Life from the foundation of the world, when they behold the beast that was, and is not, and yet is. "and I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and upon his horns ten crowns, and upon his heads the name of blasphemy."
Here is the mind that has wisdom. The seven heads are seven mountains [positions of dominance], on which the woman sits. There are seven kings: five are fallen, one is, and the other is not yet come; and when he comes he must continue a space. And the beast that was, and is not, even he is the eighth, and is of the seven, and goes into perdition. There are seven administrative bodies of which five are either history or greatly diminished in power, one is current and one to be for a short period. One of these seven, which are to a great extent influenced by the "woman", is the beast.
The ten horns which John saw are ten kings, which have received no kingdom as yet: but receive power as kings one hour with the beast. These have one mind, and shall give their power and strength to the beast.
The waters [seas] which John saw, where the whore sits, are peoples, multitudes, nations and tongues. And the ten horns upon the beast, these shall hate the whore, and shall make her desolate and naked , and shall eat her flesh, and burn her with fire because God has put it in their hearts to fulfill his will, and to agree, to give their kingdom unto the beast, until the Words of God be fulfilled.
